The easiest solution to the problem of signs on public right of ways (ROW) was to take ownership of the issue on a local level. A locality could more effectively remove the violations, educate the violators, dispose of the signs and then, if necessary, address those violators which refused to stop violating the ordinance. The County Attorney’s office was able to gain authorization from the State of Virginia to have Chesterfield County agents operate in the public ROW.
